Short answer, no spin
Alcohol: yes. Wynn Al Marjan Island will serve alcohol across its bars, restaurants and beach club. Ras Al Khaimah is not a dry emirate, and as of 1 January 2026 the legal drinking age here dropped from 21 to 18. Tourists need no personal licence to drink in licensed venues.
Smoking: partly. No policy is published yet (the resort opens Q1 2027), but Wynn’s own resorts allow smoking on the adults-only casino floor and in enclosed cigar bars, while banning it in restaurants and standard rooms. Expect the same split here, layered on top of the UAE’s strict indoor-smoking ban. Vaping is legal in the UAE and treated like cigarettes.
Gambling: adults only. The casino is strictly 18-plus at minimum and the gaming age is expected to be set at 21 by the UAE regulator. Drugs carry zero tolerance.
Everyone asks the same three things about a Las Vegas-style casino resort landing in a Muslim country: can you drink, can you smoke, and where’s the line. Here are the straight answers — backed by current UAE law, Ras Al Khaimah’s 2026 rule changes and Wynn’s own published policies — not vague “check with the hotel” hedging.
Does Wynn Al Marjan Island serve alcohol?
Yes. Alcohol will be freely available in the resort’s licensed venues. Wynn Al Marjan is an integrated resort with 22 restaurants, bars, lounges and a beach club, plus a casino — all of which run on licensed alcohol service. Ras Al Khaimah has sold and served alcohol in hotels and licensed outlets for years; it is not a dry emirate like neighbouring Sharjah.
For tourists this is simple: you do not need a personal liquor licence to drink at a licensed bar or restaurant. Since 2020, visitors can even buy alcohol from licensed shops on a passport. The only hard rules are that alcohol stays inside licensed premises and you don’t turn up drunk in public.

Ras Al Khaimah’s new drinking age: 18, not 21
Since 1 January 2026, the legal age to buy and be served alcohol in Ras Al Khaimah is 18. This is the headline change and it directly affects Wynn’s future guests.
| Detail | What changed |
|---|---|
| Old drinking age | 21 |
| New drinking age | 18 |
| Effective | 1 January 2026 (circular to stakeholders, 14 January 2026) |
| Authority | RAK Tourism Development Authority, under Law No. 4 of 2021 |
| Why | Aligns with the UAE’s federal redefinition of legal adulthood as 18 |
Practically: an 18-year-old can legally drink at Wynn Al Marjan when it opens, whereas across the border in Dubai and Abu Dhabi the drinking age remains 21. That gap is a genuine competitive edge for Ras Al Khaimah’s nightlife. Bring photo ID — venues card at the door.
Where you can and can’t drink
The freedom stops at the venue door. The rules the UAE actually enforces:
- Drink inside licensed venues only — bars, restaurants, clubs, the beach club, or a private residence. Not on the street, beach or in a car.
- Public intoxication is illegal — being visibly drunk in public can bring a fine up to AED 5,000 and detention, tourist or not.
- Drink-driving is zero tolerance — any alcohol in your blood is a criminal offence, with arrest, fines, jail and deportation for visitors. Use the resort’s taxis and transfers.
Does Wynn allow smoking?
At Wynn’s existing resorts, yes — but only in specific places, and the same model will almost certainly apply here. Wynn has never run smoke-free casinos, so this is the best predictor of Wynn Al Marjan.
At Wynn and Encore Las Vegas the policy is clear: smoking is permitted on the casino gaming floor (which minors can’t enter) and in stand-alone enclosed bars without food service. It is banned in all restaurants, in non-gaming areas where children are present, and in standard hotel rooms — lighting up in a non-smoking room triggers a USD 350 cleaning fee. There are also designated non-smoking gaming sections and a non-smoking poker room. Vaping is treated exactly like smoking.

The likely Wynn Al Marjan smoking policy
Stack Wynn’s brand standard on top of UAE law and the realistic expectation is:
- Casino gaming floor: likely smoking-permitted in designated, ventilated adults-only zones — this is core to the Wynn casino experience.
- Cigar / shisha lounges: likely available as enclosed or outdoor licensed venues.
- Restaurants, pools with children, lobbies, standard rooms: non-smoking by default, with cleaning penalties for room violations.
This is a projection based on Wynn’s published Las Vegas policy, not confirmed Wynn Al Marjan policy. We’ll update it when the resort publishes house rules.
UAE smoking law you have to follow anyway
Whatever Wynn decides indoors, federal and emirate law sets the floor:
- Indoor public smoking is banned in closed public spaces, malls, offices and public transport.
- Never smoke around children — it’s prohibited indoors where minors are present and in a car carrying a child under 12.
- Shisha cafés need a licence and must sit at least 150 metres from homes, schools and mosques.
- Minimum age to buy tobacco is 18.
Vaping and e-cigarettes
Vaping is legal in the UAE and has been since 2019 — but you vape where you’d be allowed to smoke, not everywhere. E-cigarettes and nicotine products are sold legally and regulated by the UAE’s tobacco-control framework. Treat a vape like a cigarette: fine in designated smoking areas, banned indoors in public spaces, malls and around children. Wynn’s resorts apply the same room penalty to vaping as to smoking, so don’t vape in a non-smoking room.
Shisha at Wynn Al Marjan?
Very likely — Ras Al Khaimah resorts routinely offer shisha in outdoor, licensed lounges, and a Wynn-scale property is built for exactly that. Nothing is confirmed, but a cigar-and-shisha terrace fits both the brand and local norms. Expect it outdoors or in a dedicated licensed area rather than in dining rooms.
Gambling age and the casino floor
The casino is strictly adults-only. Minors cannot enter the gaming floor at all. While Ras Al Khaimah’s drinking age is now 18, the gambling minimum for the UAE’s first licensed casino is expected to be set at 21 by the General Commercial Gaming Regulatory Authority — treat 21 as the working assumption until the regulator confirms. Bring your passport; ID checks at entry are a given, and the environment is closer to Singapore’s Marina Bay Sands than the free-for-all of the old Vegas Strip. More on that in our Wynn Al Marjan casino guide.
The other lines you shouldn’t cross
- Drugs: absolute zero tolerance. The UAE has some of the world’s strictest narcotics laws — possession of even trace amounts can mean prison and deportation. This will not change at Wynn.
- Dress code: the resort is liberal by UAE standards, but fine-dining and casino venues will expect smart attire — no beachwear at the tables. Cover up when moving between the beach and indoor areas.
- Public behaviour: the UAE polices public drunkenness, aggression and public displays of affection more tightly than Western nightlife districts. Keep it inside the venue and keep it civil.
